He's gotten so little character development in this series that I can't get a good read on what this version of him is even LIKE.

I don't know what you mean by character development. I won't change or add too many things to sans' personality since he has been described pretty enough in-game.

What?
No, he isn't. Yeah he does silly stuff ingame and is the hardest boss, but his personal motives are a total mystery to all, as is his background. How he would react in a given situation is completely based on people's interpretations. Would he switch to dirty jokes if Frisk had been an adult? Is he torn between his loyalty to his friends and his promise, and as such only barely helps us by doing things like distracting Undyne by pretending to nap at his post, or does he sincerely not care and is only messing with us? Or is he just supremely incompetent with keeping a big promise like that? Does he know Frisk has control of the resets from the getgo, or not?
Every fan writer and artist has their own interpretation of the character, derived from the game, but the only way to fill in the massive gaps in his character is with the imagination. I've seen him written as everything from a complete badass, to a mentally disturbed fellow with ptsd, to a shy 40-year-old virgin! Hehehehe.
Case in point, your version of Sans has actively done very little, he mostly reacts to things other people do, particularly Chara. It's very hard to get a read on your version of the character. Everyone has their own idea of him, beyond the details the game gives us about him. He loves puns, he's a powerful magic user, he's short, and he's quirky. But there's got to be more to him than that, and everyone fills in the gaps differently.
Even IF Sans's character was 100% concrete and not open to interpretation, your story follows the events in the game with quite a large time gap, and it is expected for characters to have growth and development over time.

I have some ideas of him indeed. Sans is gentle and knowing a lot of things. He is smart in the most of the time, but he’s being a dork when there’s something related to his love to Frisk. He knows about RESET and also knows Frisk will never reset this time (actually, not every decision was made by Frisk here, the player had involved in before the story started. If you want to see something more about this: Before Stand-in: Let's talk about Frisk and Chara )
In addition, he’s also being kind of friendly to Chara during these years (Although it doesn’t mean they’re good friends) One of the ideas about his feeling to Frisk, which includes the reason and the motive of his actions, will disclose later. Maybe you feel knowing little things about this Sans is because he hasn’t very revealed himself by far.
There are some more other ideas of Sans. However, I won’t make more plots to mention everything if there’s no need for them in the story. What matters most to me is to make a story I love to read. So to be honest, I can’t help if you can’t see my own interpretations of Sans like what others’ doing. After all, there are also some people like the way I portray this version of Sans. If you’re still disappointed that you can’t see his development you expect when the story goes to an end, I’m sorry but I understand.
