Sure, she was a total jerkass at first, but came around pretty quickly after she was rescued from ancient Egypt by Sherman and Mr Peabody - having your life saved by the boy you despised may JUST be enough to get you to reconsider your feelings for him, after all... xD
(Also, I'd just like to add - she looked hella cute in all her outfits throughout the movie ^^)

Now, now. They didn't want to make a light-hearted cartoon heavy-handed by punishing someone on camera.
Penny WAS genuinely sorry for her actions and who knows, might have been grounded for a while off camera
but we see her in the epilogue having buried the hatchet with Sherman.
So I think that's good enough!
