It was basically a rectangle extending from the mouth using a white to blue to transparent gradient.

It doesn't "work" in any Windows OS if what you mean is be viewable in the "Windows Picture and Fax Viewer." As it is an SVG a browser like Firefox should be able to open it OR a vector program like Inkscape or Illustrator should be able to open it. If you open it in either of those vector editors you can then scale as you like and export as PNG.
