I used a scratch brush with a tight grouping in the middle and some fray on the outside.  It's basically just a bunch of dots with an irregular shape

It's not in the included set of default brushes, it's a custom brush.  It's very similar to Brush 97 in this set: fav.me/d3im99g

You can download those brushes I linked to!  It's pretty easy to add to your own set of brushes
