Ohh! I see what you mean! The two white/big ones feel like a king and queen then there comes the numbers (that is if you compare it to a card game) or compare the small ones to followers of the big ducks. But this is how I think it looks, and it looks beautiful that way. (haha and sorry i'm terrible with knowing the difference between a duck and a swan and stuff 
Ps. Those are really pure and beautiful swans! and I get the other ducks in my canal all the time!
