i love the simple yet humorous story and of course ~hayashinomura exceptionally beautiful art. CnCs are really welcomed.

I think the colouring and shading style does not complement well enough with the character style and background style. Though I think the BG with enough practice and experience, you can make a great effect, I would suggest you watch Hidamari Sketch for this kind of background.

I think it's both. The colour is soft like colour pencil that it doesn't match with flat and direct colour in the back and the white shadow beside her makes it even more noticeable.
Also, chibi like this is notorious for being very limited. It's hard to do soft colour chibi and to integrate it with complicated BG can be hard. Your soft shading just doesn't work well plus the weak outline and the lack of certain detail.
Just me though.
Oh and btw, if you're looking for great bg, start with season 2(x365) of hidamari sketch instead.
