Didn't feel like drawing my own characters today, so I drew the Arceus on my team... who holds an Icicle Plate~ >;DAAAUGH I want it to snow already!

Custom brush I made that does only three or four random dots each stroke.
Then just motioned blurred the flakes in the front, blurred a little in the back ones.
And added some smaller, sharper flakes with the same brush only smaller.
And lastly, added some dust/fog to make it look realy cold.
....If that helps. xDDD
