I don't really know what gave me the idea.Anyway, Phineas goes into this marriage and family class with Isabella expecting this to be a fun and imaginative class where you can express your creativity and pretend.
However, after a few weeks of playing daddy to his and Isabella's flour sack baby, Phineas is beginning to have second thoughts.
On the other hand, Isabella seems to be enjoying having to take care of a flour sack baby with Phineas, who gets to play her 'husband'.

I thought she was saying "Gitchee gitchee goo," to the baby, but everything else to Phineas.
Sorry that it's confusing.
However, if 'you' want her to be saying 'gitchee gitchee goo' to Phineas with the song's definition for it, then yes. She's saying it to him.
