Frieza got to his final form, but this def looks like King Cold no.2 to me. Hot concept whether I'm right or wrong.

You make a very valid point. His plates looked like frieza's first form, but he did have many features like his final form.

Cooler was powerful enough to sustain third form, or Frieza's "Final" Form. The form we see King Cold in is actually the true form of a Changeling; the First Form we see Frieza in is a state which he created in order to conserve energy.
The "Final Form" of a Changeling (or at least as far as the show modeled it), was the form Cooler evolved to in the movie.
