I think some of the Sonic girls could get away with not wearing outfits, but they'd have to have a personality that wouldn't try to flaunt the nudity. Sally, for instance, comes across as tomboyish (to me at least) and doesn't make a big deal about wearing no shirt/pants. Amy, Cream, Cosmo, Blaze and Marine could probably get away with it. Rouge, however, would probably be too tempted to use the lack of clothing as an extension of being flirty.
On a less serious note...try it, Amy, and see what happens.
