Ralsei is not Asriel since the real Asriel is alive and goes to college since Toriel acknowledged it.
It's a different world separated from Undertale, so it seems the theory of Kris being a geno!Frisk/Chara is wrong, they are their own person.

I think Ralsei is an alternate universe Asriel. I also think Kris is a cross between Chara and Frisk since they kinda look like both and if you combine their names without it sounding like a ship, it sounds like Kris.
Those are just my theories.
