I love this picture. I really, really, really do.
Sultan Saladin and his dragon Rahal the morning before a battle - like Fajr Prayer time, before sunrise... Saladin was crazy about Prayer.
I love Saladin. He's seriously my hero. <3 What an amazing person, he was.
So yeah, about the style. Instead of going in over soft gradients with hard cell-shading, I blurred the cells in places to soften them up, and then utilized low-opacity soft highlights with cell highlights. THOUGH, I think, honestly, the most striking part of the piece is the lighting effect - the backlighting. I usually work from standard lighting directions, usually the diagonal, but this piece is really inspiring me to work with some more unusual lighting angles.

*Saber shatters Richard's sword with Excalibur, and then chops off Richard's head*
Saber: I'm...I'm sorry for what you just witnessed...
King Saladin: You did what you had to do. Richard had gone msd with power. I, more than anyone, know that being a king...or in your case, a queen...means doing unsavory acts for the greater good.
Saber: The armies who have besiegued your kingdom have ceased their attacks, and will trouble you no more. They recognize the authority of their true ruler. this is the end of the Crusade.
King Saladin: But what about the kingdom Richard was destined to rule? Nottingham? Isn't it still under the tyranny of Richard's nephew, John?
Saber: It was never Richard's destiny to rule. I just led him to believe that. There's a man in Nottingham, Archer...he and his Merry Men have slain John. Archer now rules Nottingham fairly and nobly.

It's okay, but you could work on the background a little more. The lighting doesn't really help the picture either.

The lighting should be in the front more so you can see them a little better and the background is too..bland I would say. if it was a wall they are standing in front of, there should be more shadows especially if the lighting is just behind the dragon's head.

I would have a little comment about dragon eyes, do you wanna hear?

You perhaps already learn it since you post that piece: if you look at any eye anatomy you'll see that cornea makes a dome which recovers the iris.
Here, iris is the yellow part of the dragon eye, so it should be a little distance between pupil -and most yellow parts- and the transparent cornea.
what does it change in drawing? here it is: on most views it changes the way light is reflected and may accentuate shadow droped on pupil on iris. In profile views like this one, and on some other case, we can definitly see the cornea, especially on so big iris!

see how the shadow is dropped on iris and how pupil reflection -obove this shadow- make some contrast!
that's true for humans too, and most eyed creatures!
I think you could really deeply improve your art, just knowing this!
