Oh, that's a good question..! Okay, here goes:
From her head to her waist -her "human" part- Octavia is 2 m (6.56 ft) tall.. but her tentacles can stretch and reach radial spread of 10 m (32.8 ft)..!
Regular mermaids like Lyra, High Tide and Wavedancer, have an average total length of 1.6 m (5.24 ft).. "Irregular" mermaids are more varied; Trixie over here has a total length of 5.5 m (18.04 ft)..!
Would you like to see a pic of them for size comparison..? Hahaha..!

As for Rarity.. yeah, I bet if she was a mermaid, her tail would be long and widespread, and colorful like a dress..!
