Wow that is an awesome parasol! I was hoping to make one like it but most parasols are already decorated. So I bought an orange one with a very little decor on it. It's to go with my own Naruto cosplay.

I started with a plain white parasol, and just spray painted and then used acrylics to paint on a design ^^
