Way way back, Magnolia changed a fairy to a human. Rather than keep that fairy's magic, she created a new fairy and put the transformed fairy's magic into this new fairy. She was the Winter Fairy. Titania didn't like her. She set her up to be ejected from the fairies. See "The Fate of t he Winter Fairy" in Magnolia Witch 1 or 2. To make a long story short, Winter became mortal for breaking the fairy rules. She is now Dolly. Dolly had twins due to Titania's evil machinations. One of them was Winter, who grew up to be a fairy.
