Shortly after the destruction of Cybertron many of the scattered Autobots came together to form the Autobot High Counsil in a desperate ploy to keep order and democracy among their now planetless people. Their first order of business is reclaiming the Matrix of Leadership, by force, from the very Autobot who failed his race and his planet. For this task they have sent their elite hunter Nightbeat, with his skills for detection and data analysis being second to none there was no more qualified bot to scour the billions of star systems for the currently missing "Prime".

He was actually one of the few bots to have ever seen Wheeljack's rickidy "Foresight Frequency Machine" which was suppose to predict the future but instead only manage to pick up television frequencies from some far away planet's distant future. It is through this machine that Nightbeat became familiar with stories of some mythical creature known only as "The Batman". Inspired by this beast of legend he reformatted his very image, becoming a true creature of the night able to instill fear in Decepticons through most unorthodox (and rather questionable) methods.

Yeah it may look like he has a bitching cape but chances are if this were a toy most of that wouldn't even be there, just the two car sides draping down. It's hard to make out but the middle section of the car would rotate and fold inward to allow use of the rockets in robot mode, meaning there really shouldn't be a cape there at all.
