It's no contest, Goku is definitely stronger. And it's not just because of Goku reaching every milestone of Super Saiyan first either. I also remember Vegeta's overall kill count to consist mostly of jobbers as he has a bad habit of getting his ass handed to him by more powerful foes like Recoom and Android 18. The closest he gets to defeating a major villain is Semi Perfect Cell but that goes out the window the moment he lets the bug trick him into letting him absorb 18.
