They might have just said that for a one time joke to creep people out XD It's like the running gag, "Mandy Never Smiles"... They may say that constantly, but if you look at some of the earlier episodes, she's been seen smiling quite a few times.

Poor joke doesn,t work from my point of view when they say something like that on script they mean it the truth is they forget stupid producers .

I honestly think they do forget... Or they just hope the audience forgets about all the times Mandy's smiled in the past, as in the episode, "My Fair Mandy", her smile "messes with the natural order"
and nearly destroys the universe and they become the Powerpuff Girls

What about all those other times? XD
