At the end of Sonic 2 Eggman is shown to OUTRUN Super Sonic. Which means he's the FASTEST THING ALIVE.I don't even know why he builds robots...

It's simple, really. Whenever Sonic chases after Eggman on foot, Sonic displaces the air in front of him in a linear direction, pushing Eggman forward at the same rate.

This simply proves that Eggman will always be the Biggest, Fattest, Google wearing Genius of all bad guys. He limits himself by simply using robots to have some challenge when he fights Sonic. He knows that there's no fun taking over the world when no one is there to stop him.

Stangely enough, in Sonic3 if you use Tails (when playing as Sonic & Tails) to attack Eggman enough times just before you reach the mid-boss of the Launch Base Zone he will explode into a flicky.
