AFAIK, we never found out what exactly happened to Rose. Bison was sent to hell by Akuma, but that was in his new, weaker body he got after he was done with her.

But yeah, Rose's body is Bison's body in SF2.

Um, no it's not. Bison first took over Rose's body after SFA3, then got his new, weaker body by the time of SFII.
