Artist: Saejin OhUDON Crew is at the [link] "Otakon Convention this weekend!
Here's the artwork Saejin did up that will be used on the badges worn by staff of the show. Otakon has a beach/tropical theme for their convention this year so their mascots, Hiroko and Hiroshi, are directing swimmers.

Why are the kites flying the wrong way? Are there people in the water flying them?

The life guard is usually a bit back from the beach so they can see a lot of the ocean at once, so the kites are being flown by people on the beach, not in the water.

The direction that the kites are flying relative to the strings they are attached to would mean that the strings don't provide any resistance against the wind (which would create lift) and the kites would be falling.
I'd also like to say that I am not meaning be a jerk. I just randomly thought to comment and now am obligated to respond and make my statement of observation clearer.

Like, watercolor, alcool color pen, photoshop...

It really depends on the artist. Most of our crew uses Photoshop, though some also use Painter, Illustrator or Corel Photo Paint. The application isn't as important as the long hours of practice.
