Here's a coloured character design sheet of Ming-Ming the Panda done for Konami's New International Track & Field video game on Nintendo DS. The game is available now and includes online multiplayer as well as single cartridge multiplayer.
The character is shown from several angles and with a variety of expressions to guide the animators who model and animate the character in 3D.

This character is quite cool! How do you achieve such perfect-looking lines anyway? Are they vectors or something? Please tell me, I wanna know!

The artwork isn't vector, even though it has that ultra-clean appearance as if it may be.
The final line work is carefully drawn/inked with each full body pose being about 8.5 x 11" and then scanned in much larger than what is shown in this sample jpeg. Print resolution is usually 300 or more dots per inch, while a monitor by default only shows 72 dots per inch. So... when the large image is coloured at print resolution and shrunk down the already clean artwork looks even sharper, with the small inconsistencies in the lines disappearing altogether.
