have you seen *TheCrobot 's art? his art is freaking amazing, looks painted, but it's all vector!
so i guess it is indeed possible to make thinks like this, you just have to be expert at gradients and stuff.. anyway, here's a high five for being a vector artist!

uh
a vector is when shapes are used for every line
it's a different tool that uses nodes and bezier curves
and because each is a fixed shape, it allows you to scale it as big or small as desired without any blurring
