i can tell you used MSpaint for that. GIMP is an awesome program that i think you should check out [link] its not as good as photoshop but its much better than paint ^w^

For some reason, to me this looks like Tails before he met Sonic, and people making fun of him because he's got two tails.
...come to think of it, new character additions to the Sonic cast never seem to notice;
Shouldn't some of them (who never watch the news or come from another time) be all like
