Well, I don't know about everyone, as psychopaths and sociopaths generally lack a conscience (that actually one of the diagnoses for those medical disorders). Besides, the infamous Marquis de Sade certainly lacked a conscience (he even downright admitted he lacked one once). But yeah, I'm pretty sure even Wesker had a conscience (if the Japanese version of Revelations 2 is to be believed, apparently his motives besides obviously acquiring power involved trying to cure Alex).
