Create a new document (Ctrl+N) in Adobe Photoshop with the size 6px by 6px

And Use anyway to fill with black color the new background layer like this.

Then use Tool EDIT>>Defend pattern to save it as a Pattern.

open a new file you want to add the wave effect on.

Create a new layer on the 1st layer.

Next, Press Shift+F5 to fill this new layer with the pattern you draw Just now.

Next , transform it like this

then you can use tools like Mask ? Blur ?Sharpen?or Saturation adjustment to make it looks like a really thing...

i made that pattern than i put that top of my picture than some transformed with wrap tool. and than i did not understand exactly the use effects.
