Definitely- Danny DeVito played that part to a flippin' "T". That "things change" line gives me the creeps every time I watch it
By the way- y'know that thin clown he hits with his umbrella after Bruce and Alfred exposed his dark agenda during his mayor campaign with that recording and right before his reveals his infanticide plan? That was Doug Jones- THE Doug Jones. Yeah- the Penguin pimp-smacked Abe Sapien
