Depends on what monsters consider a minor, the youngest person I would train to /someday/ become a royal guard would be 16. Assuming papyrus has been training /at least/ a year, he is about 17 or 18.Β
We don't exactly know how/why the humans and the monsters went to war other than there was some sort of disagreement. (unless the wiki says otherwise) that could mean anything from the monsters disagreeing with a law to the humans wanting the surface for themselves. No matter the reason they could in fact make their own laws.Β
Also, seeing as the game isn't exactly based on any country the age of drinking could actually be 18 just like in Australia and a few other countries.Β
