Is it just me or do the Summoners look a bit feminine?

It's not just you, and the design is intentional. According toΒ Joon Hyung Kim, the animator that designed the Summoner, they were purposefully designed feminine. Her shoulder blades and that fleshy skirt thing is based on the Gibbon Sleeves and Split Gowns of Rennaissance Era dresses that were often worn by noble women. Of course, I do believe that the demons technically don't have sexes. That would explain the lack of nipples or genitals on their obviously naked bodies. Or perhaps they have a reproductive system more like a reptile's.

Actually it's their general appearance and the way they move. Other demons and enemies are straigh forward, charge you head-first and simply give off an aura of "Brute, feral strength". Summoners move far more elegantly, they float around and have this wing things waving behind them, paired with a very slender frame. Their screams have a high pitch, compared to the other enemies deep roars.
However, the hips are also a good point.
