Hmm, I take back what I said earlier. I was in a snobbish mood. 
Ah well. This is what I think I meant. Take it if you like:
Order of the Peck. A social Pecking Order . The smaller person is the bigger's person's bitch. The ones who are bigger than the one over you are out of sight. "Soldier" is her rank in the pecking order, the villager is her bitch and the politician is her superior. The genitals and alternating sexes are to transfer the feeling of power lust. The way she's holding his leg kinda looks like a soldier holding a rifle (?).
