Difficult questions dost thou ask.. Basically layers + resize, over and over again. A border like that can be made with blur and misc filters to mess things up and by followed by a "sandwich" using the layers + resize procedure and the middle layer inverted. I guess.. My main tool is just trying stuff until it looks good
