seriously, for some reason cartoon characters with lots of magical power seem to have the worst role models, yet stil dont get arrested for anything.
like, Twilight Sparkle may have had Shining Armor to look up to when she was young, but she also had Princess "hey, lets cast an emotion-altering spell n two ponies ive never seen before" as her foalsitter.
if we now look at another cartoon, Winx Club to be exact, we have a similar problem: Bloom, the fairy of the Dragon Flame, first got in contact with magic when meeting Stella, the literal embodiment of the stereotypical spoiled princess. she is even worse than Cadence when it comes to randomly casting spells on others without asking them first.

And Madam "Banish my sister for bringing Eternal Night during a temper tantrum(even though we know two plus years of it wouldn't freeze anyone or kill the plants, so I fail to see the problem)" made Cadance a Princess, and even set her in charge of a new (re)acquired foreign territory. What is wrong with these ponies? They are cute, fun and horrible people, and so few see them for what they are. The first season should have been Twilight befriending Luna, the returned, prodigal, Princess who knows no-one except her sister who sent her away.

Twilight's presence woke him up from his slumber or hibernation. That is why he is covered in moss and other plants

Hern is a cool looking Draconequus. Is he gonna have a personality like a military general or is he going to take more to the nature side of his personality? I ask because you say he embodies order and I always think of protocol when someone says order and less so about the "natural order"

Like Discord embodies chaos so does Hern embodies order. But not in the military way (I am soldier actually lol)
The natural order is his case. As a character he would accept things the way they should be. As an example:
He knows that if one species of predators will kill more than they actually need to survive... it will outbalance the ecosystem. Basically Hern would be forced to act and lower the predator population. Would not natural sources somehow affect the nature around him he would seek the source and end its spreading. His left arm is made out of wood. If some corruption would affect the land his arm would be affected too. It would alarm the Draconequus that something is going on.
One could say he is an Avatar of Nature and Order.
His main goal though is to make sure that the beasts of his homeland (which are far bigger than normal animals) would fall over ponies or other species. Although he does not like the fact that the pony race plays around with weather he knows they are doing it in a right way. And that big boy knows about their rulers so he is sure that the pony race will not do anything bad for the order.
