So in this world gaster was the royal scientist, sans was his right hand man, and papyrus was the engineer who built stuff like that time machine, and he feels guilty because he noticed something wrong in the design or something and feels guilty because he couldn't get to tell them in time? At least that's what I've gathered so far, and what seems most likely. If it's alright I would like to know what parts of my observations where incorrect.
