Personally, I always thought Samus influenced Pharah's design, along with Iron Man.
In a fight though... I think Samus would win. The only advantage that Pharah has is her flight, and Samus has the Grapple Beam, so....

Another problem: Samus can ALSO "fly" with her Space Jump ability. And its not limited by fuel, as she can stay airborne as long as she wants. Couple this with her Screw Attack and Samus would not only be rendered invulnerable to Pharah's attacks (or at least take reduced damage), but Pharah would be obliterated if Samus made physical conact with her.
