Here you see a grumpy and disgruntled Border guard + inspector living in a dystopian and xenophobic society!Well, he's more of a minor character who just gonna be mean to, but not necessarily kill, the good guys...
Still, he's gonna shoot you with the tranquilizer gun if you mess around too much!
(I'd put a background, but I didn't expect to actually finish this and had an incorrect placement of him... Yup, another "random sketch accidentally finished" situation!

ANSWER:
As answered by HeliosOne-SolarGod yet once again, yup! This guy is based-off an indie spot-the-difference type of strategy/puzzle game that is more than just about spotting the difference called Papers, Please from August 8, 2013 and made by Lucas Pope and some other guys!
Papers, Please is simply about a border inspector trying to scrape off a living for him and his family in a fictional, dystopian country named Arstotzka (which is basically a fascist Russia) by deciding who gets to enter the country or not, as plenty of shifty-characters may enter and mess around in or even wreak havoc in the country, such as terrorists. Now, not every foreigner is necessarily evil, but there will always be that one who will mess with everyone's day.
He will later be given a tranquilizer gun as there will be less and less guards to protect you...
and people will come after you...
The game, of course, gets more difficult as you go on by adding more and more papers to inspect, but the catch is... not just only in a mechanical sense... The game will hold no punches when it comes to moral dilemmas and making you question your senses...
Would you let a couple be separated over a small typographical error and a bit of your salary? Who knows that you may be letting in a terrorist effortlessly just because all of his documents are accurate and up-to-date? Would you take a criminal's bribe to let him in since you are running low on cash for you family? Would you let a guy continue his personal vendetta on a murderer for killing his child, even though it is, of course, illegal and may affect your work that is crucial for your family's survival? Would you help a rebel organization to finally liberate(?) your country and give everyone a better life, although it might get you and your family killed in the process, and you don't really know if they are really the good guys?
The list goes on...
and it is all up to you...
and you will be responsible for it...
Oh, and the title is what the inspector says whenever he lets a foreigner in.
