This is The Thief. Obviously, he's the type of guy who sneaks or breaks into places to steal things either in a sneaky or a messy manner. His movement is so smooth and quiet that he could break-dance right behind a guard without being noticed...
He's a kleptomaniac though... Seriously, just walk across this guy and every single thing in your pockets are gone like they’re never there in the first place... And yes, even his friends are also victims... Sometimes, he doesn't even know if he's already stealing something from anyone! Fortunately, he's always willing to return unintentionally stolen items, and he's slowly gaining control from this next-to uncontrollable urge...

As answered by Nitro-The-Hedgecat, The Thief is inspired by the game "Payday 2", made by Overkill software.
Payday 2 is a co-op game that with the same premise as Left 4 Dead, but with a different twist. You will play as any of the heisters and will rob a bank in either in a stealthy or messy manner, at the same time, dealing with cops and guards.
Watch out for cloakers!
And the title "Let's break the rules!" is based on a soundtrack of a Scarface DLC of the game that will play if you do the mission in a messy or "loud" manner. As cheesy as it is awesome!

The irony was that was listening to Break the Rules while looking at this.

also, the game the character is inspired from seems to be a mix of Left 4 Dead and PAYDAY 2. The title's font seems to be inspired from Castle Crashers and the title of the picture is pretty much an obvious reference to Break the Rules from Simon Viklund.
