I think that story of Stuart Little took place in Great mouse detective universe because in both movies rodents are fully dressed - they have trousers and shoes. But I want to say that story of Basil happened in 1897 while story of Stuart happened 102 years later after events from GMD. As you noticed, cat from GMD can't talk so I think that during this long time (102 years) cats learned to talk. Just look at Snowball who is talkative. I think that dogs learned to talk too during these 102 years even if they weren't appeared in story of Stuart.

I think that story of Mice rescuers took place in NIMH universe because in both dilogies rodents are half-dressed - they haven't got trousers and shoes. They walks barefoot. But I want to say that mice from Mice Rescuers dilogy aren't results of experiments which were happened in NIMH lab. They're smart by nature because they live in city where they observe people and gets their skills while Brisby and her family are bit late in acquiring these skills because they lives in villaige. And I think that Bianca and Bernard will be great team with Timmy and Jenny if they'll team up with them.
