EVALUATION AND RECOMMENDATIONS
Technical: Test Article 003 seems to have surpassed our early expectations in efficiency, accuracy and power.
Laser: Although this is simply the focus unit, it was instrumental in the destruction of two capital vessels at 37% of potential output power. (This restriction was based on available power from the Test Article carrier.) For the purposes of Project Hammertong, I would state that preliminary phase testing is now complete. However, as a ship mounted weapon it has proved lacking, requiring a) too much power to be drained from an unaltered frame and b) too long a recharge period. (See conclusion)
Gravity Well Projector: Again, the unit performed faultlessly. It drew an entire convoy out of hyperspace and had it been more tactically planned, could have held said convoy in position until reinforcements arrived. Unlike the laser, this would work well as a ship based unit although once again power usage and production would need to be addressed. However, in a batch group as proposed for the upcoming major project it has proven its efficacy when used correctly. (See conclusion)
CONCLUSION
1. Crews of Expeditionary and Supply Force Zeta 5.
Many of these crew members pose a threat to the security of the project having deducted or divined too much accurate information from the poor management of Admiral Barlain. The clone crew members can be relied upon to maintain silence when ordered but those dossiers marked RISK should be attended to at the earliest opportunity.
Lower ranks outside the chain of command pose less threat as far as numbers are concerned as many of them were unaware of the broader picture, but again those dossiers considered a problem are marked RISK.
2. Equipment.
As stated above - subject to examination and confirmation by the yards in the home system – I believe both units are ready for phase two testing following their mating with the main frame.
3. Crew of Test Article 003.
Whilst the majority of the crew carried out their duties faultlessly and are to be commended for the success of the mission, I am overly concerned about the command skills of Admiral Zeltin Barlain who both planned and executed this mission.
The mission plan was both adequate and accurate with suitable fall back positions in the event of discovery or attack. However, Admiral Barlain did NOT follow through with the plan. Twice he deviated and twice the mission came close to compromise.
After drawing the convoy from hyperspace, he should have remained within sensor range (his equipment offering twice the range of the convoy’s) enabling him to direct more accurately the droid fighters. While they are capable of autonomous action, in this case it was inadequate. This could have been corrected by an onsite commander although he cites concern for the safety of the Test Article.
When he returned to the scene after the destruction of the frigate (which was delivered within the plan), he almost met the remnants of the convoy head-on. With two capital vessels and three freighters facing off against him he placed the Test Article in unnecessary danger. Then, instead of activating the gravity well and launching the remainder of his Vultures, he chose to use the primary weapon leaving his vessel almost depleted of energy and allowing the remnants of the convoy to escape.
It is my contention that Admiral Barlain’s errors could have been disastrous rather than simply time consuming and wasteful. It appears that he is more concerned with self-aggrandizement and garnering favour with Command. I therefore recommend that he be removed from command of his portion of the project and be replaced with an officer capable of following mission statements and offering better tactical thinking.
I will be remaining in-system in my guise as a junior officer with the intention of tying up any loose ends that should unravel. However, I will be available for communications at any time.
