Same scene as before, I just decided it may make more sense if Nancy was in a swimsuit as well.

After being caught, Nancy had undergone a humiliating strip search, and forced to don a swimsuit which was barely able to fit her ripe body. The woman she knew only as Mistress had led her down the hallway, striking her well rounded backside with a switch when she did not move fast enough to suit her. The nineteen year old amateur detective was led into a basement room, complete with Olympic sized swimming pool,where the missing girls from the swim team waited, bound, gagged, and helpless. Nancy writhed and twisted but found she could do nothing to protect her herself
In spite of her pain and humiliation Nancy found her mind was recalling the superficially similar situations of innocent naked horseplay in the Girls Changing Rooms of the River Heights Gym or Municipal Swimming Pool when she and Bess and George had traded light / gentle towel snaps after the showers fallowing exercise session or swimming outings
Those girlish squeals and mock protests that accompanied that innocent intimate game contrasted starkly with the stripped and nude Girl Detective's cries of pain and wails of protests as the soaking wet towels repeatedly snapped the tender skin of the perfect peach of her defenseless backside ( and pussy?) , leaving angry pain ful red welts on the tender skin of her perfect peach of a backside
It was if her mind was attempting to protect her helpless naked body from the abuse by recalling these pleasant memories
It as futile effort
The pain only ceased when the Mistress directed her acolytes to proceed with the Cleansing

Though it is very eye-pleasing her outfit is not exactly " low key" or practical for this situation.
Perhaps she wears it to awe and intimidate the unsophisticated young ladies who are her targets and victims.
