Marcus is clearly lawful good. In fact, I'd say he's one of the most unambiguously good characters in the series. I agree on the rest, though.

The Enclave are Neutral Evil. They want to rule, and are willing to do do whatever they see fit to achieve their objective, including breaking the rules.

The lawful part comes from them being descended from the pre war government. And they plan to rebuild America even if it means killing a few million mutants to do it.
