Elemental wins.
Space marine=super human strength, reflexes, toughness. Heavy armor more than a match for most antipersonnel weapons.
Elemental also=super human strength, reflexes, toughness, plus has armor capable of resisting a direct hit from most battlemech and standard combat vehicle class weapons, which are far more powerful than anything the space marines bolter or grenades might do. The chain sword MIGHT have a chance of penetrating, since in battletech fiction a similar weapon, the virbro katana was capable of doing so. However, that's only IF the space marine manages to get close enough to use it, unlikely with the Elementals jump jets, which allow him to cover up to 90 meters, or roughly 300 feet at a time. Not to mention the fact that as mentioned earlier, the Elemental weaponry is intended to damage battlemechs, tanks, and so on, and should have little to no trouble penetrating space marine armor, and the missile pack at least likely possessing a significantly greater range than the weapons carried by the space marine. Then, if by some miracle the space marine somehow does manage to close range to bring his chainsword to bear, he still has to deal with the elementals battle claw, capable of litterally ripping entire sheets of armor off a mech at once.
Of course, all of that's assuming that the battle is strictly one on one. If in comes down to a question of small unit tactics, or worse yet, however many troops can throw at one another, well elemental's normally work in points of five individuals, while space marines, even in their smallest normal units, would likely outnumber the elemental's significantly, in which case the space marines would likely win. Eventually.

Elemental comes with a energy weapon that harms BattleMechs, he could core a Astartes.
