Well, I start with a vector (theNaro made this one) and I reduce the number of colors in the vector using The Gimp. (You can do that by switching from an RGB->indexed color space).

I've got a program that I use to generate random fractal flames. I can render them in monochrome, so I create one for each color in my palette. After that, it is selective cropping and replacement by color in The Gimp. I just use several layers to mask out the appropriate color regions from the fractal flames.

The process itself isn't hard, just time consuming.

Unfortunately, the program I use is strictly command line Linux based, so it isn't the best starting point.
