This bokeh brush set can be DOWNLOADED from DA. Simply click Download button on the left. Brushes resolution varies from 360 px to 400 px. There are 9 brushes: 3 original, 3 scattered and 3 with real bokeh "rotation angle"(it's small obviously).
*SMALL UPDATE: Added PENTAGON brushes: 1 original and 1 scattered. Enjoy!
*UPDATE 12/29: Added 3 more brushes, these are obviously the old ones, circle, heart, pentagon, I've just added their versions with small rotation angles (3% instead of 100%) to be more like-a-real bokeh. However old brushes are kept in this pack. And I've redone it in CS3 so it can possibly NOT WORK IN CS2 anymore. The old version of brushes will still be available HERE (dropbox) for maybe a month or more. And you can find my old version through the internet too, it's everywhere.

it if you like it, use it, download it!*Small advice: these brushes are stock, so in order to make your image more realistic or bright, make this: merge all bokeh or simply all layers -> press ctrl+j (copy layer) -> press filter -> other -> high pass -> choose number from 1 to 3 -> select OVERLAY layer style in layers -> merge all layers.

Для скачивания данных кистей нажмите на кнопку DOWNLOAD справа, загрузите .abr файл в папку presets/brushes, которая находится в папке программы Photoshop, и они готовы к использованию (кнопка B для выбора инструмента "кисть" в фотошопе, и правая кнопка мыши для выбора набора кистей).
Не забывайте ссылаться на эти кисточки при их использовании, а так же добавлять их в свои коллекции, если они вам понравились!

Photoshop brushes work in GIMP, it's just a matter of putting them in the right folder.

Only issue I have with it: In real bokeh it's not possible that the single shapes have different rotation. Is there a way to deactivate the random rotation? I don't seem to find it in PS.

yes you can! (: Choose the brush, then press F5 (or go to window -> brushes), in the appeared window you can play with properties of these brushes. Then go to shape dynamics and turn off angle jitter

Considering the newest release of Photoshop is CS6, you won't find CS2 on the website anywhere.
You can get a free trial of CS6 on the Adobe website for a month but after that you'll have to pay a couple of hundred dollars to buy the software.
If you mean the other method of obtaining software, for free, you need to ask someone outside of the website as any mentioning of it is not tolerated and can very easily get you a suspension or a ban.

It's resaved from CS3. Still, I can't check it in CS5 by myself cause I don't have one. As it's written in many websites, .abr file from CS2 must be supported in newer versions, but .abr file from CS5, for ex, cannot be supported in CS4, CS3 etc...Don't forget to copy it in *:/Program Files/Adobe/Adobe Photoshop CS5/Presets/Brushes, or whatever the directory for brushes is, and RESTART Photoshop if its launched.

If the link doesn't work here's a short instruction: download .abr file, copy-paste it to C:/Program Files/Adobe/Adobe Photoshop CS5/Presets/Brushes folder, then start the program, press "b" and a small arrow in the window where you choose selected brush set, there you'll find my brushes, choose'em and make miracles! Not as short as I supposed.
If the .abr file doesn't work correctly, I'll trey to find it out tomorrow and fix it (:
