edit: just a quick fix in Vegeta's Super Saiyan and Android 19's Power Level as Dr. Gero also had data about Mecha-Frieza. It was not a dramatic change.

Things I disagree whit
1) SSJ Goku and SSJ Trunks having the same strenght
2) If I'm not mistaken, when the Z Fighters felt Freeza's and Colds ki, they said that there was a Ki which was as big as Freeza's, so I think King Cold's stronger, even if he is on his 2nd form
3) Android 19 being stronger than Gero, before he absorbed Goku's energy
4) Imperfect Cell being weaker than the SSJ's in his first appearance.
5) 16 having the exact same power as Piccolo and the other androids, where he is clearly the strongest one.

16 PL is clearly higher than Piccolo & the Androids though, 200 million difference is a significant boost.

I see your point of view, however I have my points too, like I see android 20 as being weaker than 19 like Babidi is weaker than Majin Buu.
