Ah yes indeed.
Actually, he didn't regain his knowledge of time travel when he regenerated into baker, the timelords forgave him in The Three Doctors as he did them such a good service. But the third doctor chose to stay on Earth as option as he had some sort of a "family" with UNIT and Jo.
Also, check out this fan film called "Devious" which is about the second and a half doctor who eventually regenerates into the third doctor. The sequence when the time lords wipe the 3rd doctors memory is awesome plus Jon Pertwee actually plays the third doctor! Or just type in "second doctor regeneration 2012" onto youtube just for the regeneration sequence. (the fanfilm began in 1995, but they're still making it.

I call him the trapped Doctor because he was trapped on Earth by the Time Lords and his knowledge of how to work the TARDiS was wiped from his mind until he regenerated.
