...this character has actually existed longer than your friend's OC. ask-the-dhmis-dorks.tumblr.com… That was a year ago, and your friend's refsheet was uploaded in October. So honestly if anyone absolutely had to change their design, it'd be your friend. 
Given how many characters there are in the world, similarities are bound to happen. You shouldn't go around telling people to "change their OCs" because they're slightly similar to something else. It's just rude honestly, unless you have direct proof somebody actually "stole" a design. Your friend and Jess have never met, so naturally its a coincidence.

It's not her feelings you hurt, it's mine. You told me to change my OC. You don't just tell people to do that.

My OC is a person of color, your friends OC is white. My OC has black tips in her hair, your friends OC has red streaks. My OC's eyes are red, your friend's OC has blue eyes.
They look nothing alike. Literally the only similarities is the fact that they are wearing the same shirt and pants, and that they have blonde hair, and I'm sorry but that's not my fault, nor is it your friend's fault.
I'm not changing anything. I think it's rather rude that you are asking me to change my OC just because of a few similarities. It's not like I stole your friend's design, that's tacky and I don't do that.
Besides it looks like your friend has alternate outfits for their OC, therefore it should not be an issue if one looks similar to one that I have. Black and red striped shirts are very common.
I'm gonna politely ask you to leave me alone. Not everyone is trying to steal from your friend, and maybe you should let your friend speak for themselves instead of being a white knight and speaking for them.

Britney Tyler was born alongside her twin brother Ben on March 27th, 2001. She is transgender, meaning she was born a male, but she identifies as a female and is currently in the process of transitioning.
She's a goth girl who is also a hardcore gamer. She's also a vampire, so she has powers such as reading minds, speed, shapeshifting, and has powerful sight and hearing.
She is bisexual, and is currently dating a girl named June.
She's very cocky, but has a good heart. She can be quick to anger, but she is still forgiving in the end (though depending on the subject, she may still be bitter).
Her relationship with her parents is healthy. Her dad is very nice, and accepting, but her birth mom is the opposite of that. Her step mom is the one she thinks of as a real mother.
That's about all I can tell you without really talking your ear off.
