He seems to remember Chara despite dying, losing his soul, remaining soulless, and re starting timelines over and over as a flower. He just seems unwilling to talk to much about him because as he says, despite thinking dearly of him, he admits he wasn't that great of a person. Though in regards to what you said, when he is asriel, he does tell the main character that every time they die, their fiends forget them a little bit more each time. Don't know if that applies to him thoughΒ
