I actually think that the creators of Gravity Falls are just trying to get people to think he IS a zombie, just to shock them when they find out he is not. Just saying, they've made it a little too obvious.

Tbh, I think that if Robbie IS a zombie-which I think is pretty plausible-he doesn't want to be one. I don't think he'd go after Wendy and remember their childhood together and be upset when they broke up if he didn't genuinely care about him.
