Welp, Undyne as Pointy knows her. Needless to say, dear Swap!Dydy must be quite the culturary shock for him XD

As far as I've seen, I'd think her Undyne is going to be in a more regulair direction (beeing the head of the Royal Guard like she is in the Tales). Though maybe there will be a big suprise for me at the end of waterfall. We'll see.
Though I am really looking forward to see her take on Asgore by the time where she eventually reaches New Home

I don't know much about the Fell verse beyond where the brothers fit in. What has Asgore done (or a series of actions; sometimes things snowball) to his subjects for them to rise up like this?

Welp, in general the way Asgore is portrayed in Underfell depends on the version of Fell you're looking at. Sadly quite a lot of the time the Fell-verses are so focused on Sans and Papyrus that you rarely get a closer look on the verses politics or less popular characters (totally looking forward to see how is gonna handle the topic in her comic, after it is one of the first I've seen so far that covers an entire run 
However in regards of my version of Underfell my main reference for characterising Gory was this freaking epic Fellgore-Battle
Asgore lost everything he deeply cared about. All that remains is a grudgefull, numb shadow of the person he once has been who is using his power as the king of the mountain in order to compensate his frustation against the world. Thus he has become a cruel, sadistic and merciless despote and dictator. For example: Making fun of and/or critisizing him or his rule, alcohol production, selling and consume, any material/work that does not vilify the surface, peaceful gathering to protest, unauthorised celebrations, the spread of "fake news", sheltering undesirables, even being a member of ANY religion that is not the state religion (The Three Gods - Elder God, Yellow Garbed and the Eternal Red Flame - are forbidden and have been replaced by "The Eternal Godlord Asgore" - a religion with Asgore himself as a godking) - all of that is persicuted with hard punishments (often death penalty).
It's like Kim Yong Un and Emperor Tiberius Caesar are having a baby and Adolf Hitler raising it
Why he is doing all of that? At the end of the day he actually simply hopes somebody will be pissed off enough one day, that they will have the guts to come to his castle in order to end his misery. He simply wants to die.

And there is that strange feeling in the deps of his soul, that he has to do it that way.

(And until you told me who you based him off, I was getting eerie shadowings of a certain modern politician running my country. *shiver*)
The only other good explanation I've heard is from Octosan , in which Asgore is impressed by the brutality of the humans, and commands his people to act this way in order to survive. They're the only one I've seen trying to write what a pacifist Underfell route would be, and they're a good read. I recommend them.

Uproar rose.
"Go! CHARGE!'
ONE INVASION INTO SNOWDIN LATER (Cue someone in the background screaming WHAT THE FU-)
Snowdin Town was absolutely deserted. Not a soul in sight.
'Where is everybody?!' Undyne said, incredulous, 'Why isn't anyone trying to stop our Crusade?'
'Maybe they're all in the local guard barracks!' Someone suggested.
'Hmm...could be....everyone, be ready!'
(Cue a dynamic entry involving smashing the barracks door open, with glorious music, and revealing Pointy standing there in his pyjamas, coffee cup in hand)
'ITS PAPYRUS!!!!'
'SHOOT HIM! SHOOT HIM!!!'
Pointy, through the usage of incredible acrobatics, skill, and gymnastics, dodges an entire volley of magic bullets thrown at him, screaming all the while and not spilling his coffee.
'CEASE FIRE!' Undyne raise her hand.
The firing stopped.
'Papyrus....I KNOW I dont love you as a son anymore. I KNOW I wish to get rid of you now. I KNOW I want to fight you. I KNOW we're not on friendly terms. But may I suggest SOMEBODY FIGHT BACK WHEN A TOWN IS UNDER ATTACK?!'

So Undyne ist eine anfüreren der Dark Rolye Gard ich meine Papurys übernimt snowdin aber er diktaiert nicht über dieses Dorf... oder ? Ich meine UF Monster kid hat ja gesagt das er sie nie wieder unterdrücken würde was andeutet das er darüber herscht aber er Tötet keine Unschuldiegen um nicht ein Monster wie die anderen zu werden also ist das einfach nur schlechte erziehung (oder besser gesagt gakeine Erziehung) die Monster kind dürchlebt hat um so zu denken oder ist UF Papurs ein Diktator der mit Knochiger Faust über Snowdin herscht

Um genau zu sein ist es so das Undyne ursprünglich der General der Garde war, Asgore ihr jedoch derart vor den Kopf gestoßen hat mit seiner grausamen Art zu regieren, dass sie das Handtuch geworfen und sich auf die Seite der Rebellen geschlagen hat. Pointy ist tatsächlich nicht einfach nur für Snowdin zuständig, sondern hat nach Undynes Rücktritt den Posten als General zugeschustert bekommen. Er führt die komplette Garde an und wird leider auch für allen Mist, den die Garde verzapft von der Bevölkerung als Sündenbock vorgeführt (siehe Monsterkid)

Danke Ian aber wen wir schon bei Undyne sind du hast sie einfach nur Ginall gezeichnet und schon eine Ginalle Persönlichkeit gegeben um deutlich zu Machen das selbst wen die Welt Scheiße ist man für die Freihet kämpfen muss/und obwohl sie in Fell ist ihren normalen Charecter gegeben den ich mir Vorgestelt hatte und nicht dies Verwierende Version von Underfell Orginal (sage nur ,,Battel aganst a Tru Vilan") ich meine ich habe auch deinen Andere Bilder von Underfell gesehen und habe gesehen das Frisk gegen Undyne kämpft (und auch diese andren Ginalen Artworks), kämpfen die Beide damit Undyne Frisk Selle bekommt um somit Asgore und danach die Baiere zu Zerstören (den ich denke dieser Asgore lest die Baiere unzerstört weil er somit seine Diktatur weiter füren kann/ Blos meine Theory) was zu Frage kommt ob sie in Neutralen Run sich in Undyne Die Unsterbliche verwandelt und in Genecide run vieleicht aufgibt (aus irgend einen Bestimmten Grund vieleicht sied sie ein das wen die Welt über ihnen so verdorben sind und es sich deswegen sich nicht Lohnt für diese Welt zu Kämpfen oder wäre es ehr unter den Motto ,,Fuck it Lets kill them all whit tru
determined") Aber ich denke das ich mich auf den Underfell Comic gedulden muss um all diese Fragen Beantworten bekomme Freue mich schon mega
