hmmm....i'll try!
take a fairly clean inked drawing (ink on tracing paper over the original pencils for a cleaner-looking set of lines...works pretty good) and color it with simple color fields. i use a polygonal lasso tool in photoshop for that, and also for adding small bits of shading.
for these two i made simple backgrounds and blurred them a LOT, because they're not really important for anything but effect. Then box the image in a la "widescreen style" with black rectangles.
for the lettering i think i used a real basic font like Arial. if you have a program like illustrator you can make a white or yellow font with thick black borders for the subtitles, and stick them where they look appropriate. blur the text a little for a vid-cap look
it's pretty simple doing it this way...and there's less tricks to it than you might think. the real challenge, again, would be animating the stuff in the first place. did that help at all? i suck at telling how to do things....
